LPTV Broadcasting Association’s Mission: “To Promote Industry Collaboration and Opportunities”

We are the new association for the LPTV, Class A, and independent full-power television station business community in the USA. Members include station owners, brokers, legal, consulting, technology, and engineering community.

LPTV Broadcasting Association’s mission is to promote industry collaboration and opportunities - to provide a one source platform for insights, issues, and standards that enable the LPTV industry to thrive. Advisory services include station brokerage, maximizing station value, subchannel leasing, and resource connections.

We provide representation for our members with legislators and policy makers in an increasingly complex security-focused communications landscape.

LPTVBA 2025 PRIORITIES

As Presented to the FCC Media Bureau 11/19/24

1.     A Window to apply for new Construction Permits.  

 The LPTVBA is requesting a window to apply for new low power television station Construction Permits. In order to better ensure permittees can timely build rather than warehouse spectrum, LPTVBA is open to the imposition of a cap on the number of applications a single entity (or commonly owned entities) can file nationwide, with a lower limit not less than 25.   

2.     Increase of ERP within the existing LPTV/Class A/Translator contour

The LPTVBA agrees with the Chair about addressing the changes in technology since LPTV parameters were established over 30 years ago. To place in perspective, AOL just rolled out emails and internet access in 1994. Broadcast technology has come a long way as well. Technology exists to allow LPTV/Class A/Translator stations to increase their ERP and still keep their signal within the licensed contour. This would result in much improved reception for consumers and/or first responders, definitely serving the best interest of the public.

3.     Continued Support of 5G Broadcasting for LPTV and Flashcuts

 The LPTVBA appreciates the support of the FCC Media Bureau with experimental licenses for 5G Broadcasting. Many countries around the world have deployed trials in 2024, the largest being at the Olympics in France with 250 Xiaomi phones. For emergency alerts, 5G Broadcast allows travelers from one country to receive alerts while traveling in another country which mobile carriers do not offer. In 2024 new development phones were released by Xiaomi, Motorola, and One Plus with commercially available 5G Broadcast smartphones in 2025. In the meantime, there is field testing to be deployed in the development of 5G Broadcast, particularly for first responders. With the proof of concept for first responders in 2025, we would request the Media Bureau to consider approval of a flash cut to ATSC 3.0 and/or 5G Broadcast for the purpose of best serving the public interest in emergency situations for LPTV/Class A stations.
